WASHINGTON — Today, Speaker Mike Johnson released a fact sheet on the Reforming Intelligence and Securing America Act, which aims to address FBI abuses and prevent unnecessary investigations. The proposed Act would bring significant changes to intelligence operations in the United States.

According to Speaker Johnson, the Reforming Intelligence and Securing America Act is a comprehensive initiative that includes 56 significant reforms, making it the most extensive intelligence reform package since the establishment of the Foreign Intelligence Surveillance Act (FISA) in 1978. He stated, "The Reforming Intelligence and Securing America Act would make 56 sweeping changes, which would be the largest intelligence reform package since FISA’s inception in 1978."

Among the key provisions of the Act, Speaker Johnson highlighted that it would overhaul the FBI's procedures for handling Americans' 702 data. Additionally, the Act would introduce new penalties, both criminal and civil, for instances of non-compliance. It also aims to ensure stricter scrutiny for warrant applications, elevate the standards for intelligence agencies, and bolster Congressional oversight over the FBI. Speaker Johnson emphasized, "It would reform the FBI’s process of examining Americans’ 702 data, add new criminal and civil penalties for non-compliance, ensure heightened scrutiny for warrant applications, holding intelligence agencies to higher standards, and enhance Congressional oversight over the FBI."
