House passes sanctions against ICC amid controversy over jurisdiction

Today, Speaker Johnson issued a statement following the House's approval of H.R. 23, known as the Illegitimate Court Counteraction Act. This legislation aims to impose sanctions on the International Criminal Court (ICC) and any foreign entities that support its efforts to investigate or prosecute individuals protected by the United States and its allies. The act specifically mentions Israeli Prime Minister Netanyahu and Defense Minister Gallant.

Speaker Johnson stated, "Today, on a bipartisan basis, the House voted to impose sanctions on ICC officials and put the ICC prosecutor, Karim Khan, back in his place. The ICC has zero jurisdiction over Israel, yet they continue to pursue arrest warrants for Israeli Prime Minister Netanyahu and Defense Minister Gallant."

He further criticized the ICC for equating Israel's democratic government with Hamas: "What’s worse, they continue to falsely equate the democratic government of Israel with the terrorist regime of Hamas, even as Hamas still holds Israelis and Americans hostage in underground tunnels."

Johnson emphasized that "The House of Representatives will not tolerate rogue actors who circumvent international law in an effort to attack Israel and threaten America." He expressed anticipation for the bill's progress through the Senate and eventual presentation to President Trump. According to Johnson, "America has returned to a position of strength and once again supports Israel without equivocation."
