Speaker Johnson is advocating for the passage of the "Safeguard American Voter Eligibility" (SAVE) Act, a legislative proposal aimed at strengthening protections against noncitizens and illegal aliens voting in U.S. elections. The proposed act includes six key policy changes:

1. State election officials would be required to ask about citizenship before providing voter registration forms.

2. Individuals would need to provide proof of citizenship to register to vote in federal elections.

3. State officials could accept various documents to facilitate citizen registration for federal elections.

4. States would gain access to federal agency databases to remove noncitizens from voter rolls and confirm citizenship for those lacking proof.

5. The Department of Homeland Security (DHS) would determine whether to conduct removal proceedings if a noncitizen is identified as having registered to vote in federal elections.

6. DHS would notify state chief election officials whenever an individual has been naturalized, ensuring new citizens can exercise their right to vote.

Speaker Johnson recently released a report highlighting the threat of foreign interference in U.S. elections due to noncitizen voting. The report presents evidence of past instances of noncitizen voting in federal elections, identifies loopholes in state and federal laws that permit this practice, and recommends the SAVE Act as a solution affecting voters across nearly all 50 states.

In his speech on the floor of the U.S. House of Representatives, Speaker Johnson emphasized the significance of passing the SAVE Act: "This will be one of the most important votes that members of this chamber will ever take in their entire careers. And it's an issue we never thought we would have to actually address, but that moment has come to us now."

He posed a critical question: "Should Americans and Americans alone determine the outcome of American elections? Or should we allow foreigners and illegal aliens to decide who sits in the White House and in the People's House and in the Senate?"
